Kelly is a Senior Project Manager with over 24 years of traffic engineering experience. He attended Texas A&M University where he received both his Bachelor’s Degree and Master’s Degree in Civil Engineering. Kelly’s expertise and focused work areas include arterial traffic signal timing, traffic engineering studies, freeway guide signing, traffic impact studies, and thoroughfare planning. While he works primarily in the Dallas-Fort Worth area, his experience extends into Central Texas near his hometown of Austin. Mr. Parma served as the committee chairman of ITE Technical Committee TENC-97-12, Survey of Speed Zoning Practices, and was selected as the 2007 Younger Member of the Year by the Texas District of the Institute of Transportation Engineers.
In his free time, Kelly enjoys reading, staying active and volunteering his time with the Make-A-Wish Foundation of North Texas. He has participated in running events (5Ks to half marathons), ice hockey leagues, triathlons, and has also previously coached youth baseball and basketball teams.
