Who We Are
Lee Engineering, L.L.C., is a consulting firm dedicated to providing traffic engineering and transportation planning services to federal, state and local agencies, private clients and other design professionals. Founded in 1988, we have built a reputation on our ability to integrate our transportation planning and traffic engineering expertise with technical know-how to produce comprehensive studies and powerful, customized decision making tools. We have offices in Phoenix, Arizona, Dallas, Texas, and Albuquerque, New Mexico.

Jim C. Lee, Ph.D., P.E.
Founder/Principal

Dr. Lee, founder, has over 30 years experience in the field of traffic engineering and transportation planning. His combination of education and experience makes him uniquely qualified for many transportation planning and traffic engineering projects. His experience includes years as a state and city traffic engineer as well as a senior project manager for consulting firms. His "hands-on" project experience is complimented by three degrees in civil engineering, with the last two specializing in traffic engineering.

Dr. Lee has previously managed numerous traffic engineering and transportation planning projects in the prime consultant and sub-consultant roles. He has served as principal-in-charge for over 30 pavement marking and traffic control plan projects for ADOT. Dr. Lee is an expert in signal design and signal systems, and has assisted numerous agencies in feasibility studies and design of Advanced Traffic Management Systems (ATMS).

He has conducted many transportation planning studies including over 100 traffic impact studies and numerous corridor and safety studies. He holds a Ph.D. in Civil Engineering from the University of Oklahoma.

Jody Short, P.E., PTOE
President

Mr. Short is the President of Lee Engineering and manages the Dallas office. He has a wide variety traffic engineering and transportation planning experience since earning his Master of Science Degree in Civil Engineering from Texas A&M University in 1989. These projects include intersection capacity analyses, signal warrant studies, signal designs, closed-loop system designs, and the development of isolated, arterial and grid signal system timing plans.

Additional projects have included traffic safety studies, freeway capacity and access analyses, freeway and arterial roadway signing and marking plans, corridor studies, and construction traffic control plans. Other projects include site traffic impact analyses, parking demand analyses, functional design of parking facilities, and travel demand modeling. He has provided "On-Call" Traffic Engineering services to TxDOT for eight years under three different contracts.

Mr. Short has taken on leadership roles in ITE throughout his career. He has served as President of the Texas A&M student chapter, the Greater Dallas Area Chapter, and is a former District President of TexITE.

Dave Bruggeman, P.E., PTOE
Principal

Mr. Bruggeman leads the ITS and Traffic Signal Systems Group of our Phoenix Office. Mr. Bruggeman has over 24 years of hands-on experience, including time as a municipal traffic engineer. Mr. Bruggeman specializes in computerized signal systems, fiber optic communications systems, development and installation of signal timing and agency training in traffic signal operations.

Mr. Bruggeman has led ADOT Traffic Engineering On-Call and ADOT ITS On-Call contracts since program inception, serves as a contract traffic signal engineer for several municipalities and is a Fellow of the Institute of Transportation Engineers.


Paul Barricklow, P.E., PTOE
Project Manager
Albuquerque Office Manager

Mr. Barricklow is a Project Manager with Lee Engineering and manages the Albuquerque office. His project experience includes traffic signal design, traffic signal timing and coordination, traffic impact analysis, and relief route planning studies. He participated in the planning, analysis, and documentation of the Texas Department of Transportation’s (TxDOT) hurricane evacuation contra-flow plan for Corpus Christi, Texas. Using GIS, Mr. Barricklow collected and entered a GIS database inventory of large guide signs for the TxDOT – San Antonio District.
